Kenya Records Progress in Access to Information Under OGP Plan
Kenya has made significant strides in promoting transparency and access to information, following a high-level meeting between government officials and stakeholders overseeing implementation of open governance commitments.
On March 27, 2026, Dorothy Jemator, Vice Chairperson and Commissioner in charge of Access to Information, led a delegation in a courtesy call to Dr Korir Sing’Oei at the Ministry of Foreign and Diaspora Affairs.
The meeting focused on the implementation of Kenya’s Open Government Partnership (OGP) National Action Plan 2023–2027 and preparations for the upcoming mid-term review, which will evaluate progress, identify gaps, and guide adjustments to existing commitments.
Jemator outlined several milestones achieved under the Access to Information agenda, including the adoption of a Model Law on Access to Information by counties such as Nyeri County, Nakuru County, Embu County, Kwale County, and Siaya County.
She also noted progress in strengthening the legal and policy framework, including the finalization of the Access to Information Policy, and efforts to enhance accountability through new reporting guidelines for both public and private institutions.
Further achievements include ongoing capacity-building initiatives, such as training public officers and developing a comprehensive curriculum to support effective implementation of access to information laws.
In addition, the Commission is preparing the country’s first-ever State of Openness Report, which will assess Kenya’s progress in promoting accountability and transparency a decade after the enactment of the Access to Information Act.
Dr. Sing’Oei commended the progress made under the OGP National Action Plan and reaffirmed the government’s commitment to advancing open governance initiatives.
The developments mark a significant step in strengthening transparency and institutional accountability in Kenya, with officials expressing optimism that continued collaboration will deepen public access to information and enhance citizen participation in governance.
