President Ruto Leads Multi-Agency Push to Tackle Alcohol and Drug Abuse

President William Ruto has reaffirmed his administration’s commitment to confronting alcohol and drug abuse through a strengthened, coordinated, whole-of-government approach that integrates prevention, enforcement, treatment and recovery.

The President on Tuesday chaired a high-level multi-agency meeting aimed at accelerating the national response to substance abuse, in line with commitments he outlined in his New Year Address. The meeting brought together key government agencies involved in health, security, social protection and border management.

As part of the renewed strategy, the Government will finalise the relevant legal framework to strengthen coordination and accountability across ministries, departments and agencies. This will ensure that the national response is cohesive, results-driven and aligned with shared objectives.

To bolster enforcement, additional officers are being deployed to the Anti-Narcotics Unit, supported with specialised training and enhanced logistical capacity. These measures are intended to improve intelligence-led operations and disrupt criminal networks involved in the drug trade.

On treatment and recovery, the Government will establish rehabilitation centres in all 47 counties, working closely with county governments and the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA). Rehabilitation services in national referral hospitals will also be strengthened to ensure comprehensive care for those affected.

In a further boost to access and affordability, the Social Health Authority will enhance health cover for treatment and recovery, easing the financial burden on individuals and families seeking help.

To disrupt drug trafficking and organised crime, multi-agency border teams will be deployed at five key entry points into the country. These teams will combine the capabilities of security, customs and intelligence agencies to secure Kenya’s borders and protect communities.

“Our focus remains clear,” President Ruto said. “We will apply a whole-of-government approach that integrates prevention, enforcement, treatment and recovery to safeguard our people and protect our national security.”

The renewed push underscores the Government’s resolve to confront substance abuse as both a public health challenge and a national security priority, while restoring hope and dignity to affected individuals and families across the country.
