Nandi Hills MP Calls for Institutionalized Climate Action through Policy Alignment
Nandi Hills Member of Parliament, Hon. Benard Kitur, has called for the institutionalization of climate action in Kenya through stronger policy alignment, coordinated leadership, and community-driven implementation.
Speaking during the ongoing 2025 Climate Action Summit at the Kenya School of Government, Hon. Kitur emphasized that sustainable climate resilience depends on integrating community innovations into national frameworks.
“Scaling successful community innovations requires investment, policy support, and replication,” he said, urging that Kenya’s climate policies should be anchored on grassroots solutions that have proven effective in local contexts.
Hon. Kitur outlined the need for an institutional framework that supports climate innovation hubs to share best practices, channel resources, and align county priorities with evidence-based climate programs.
“We must institutionalize community innovation hubs to ensure policy informs practice, and practice refines policy,” he added.
The lawmaker commended Kenya’s legislative progress in climate governance, citing the Climate Change Act (2016) and the Climate Change (Amendment) Act (2023) as key milestones that place communities at the center of climate solutions and ensure they benefit from carbon credit mechanisms.
Parliament’s Role in Climate Action
Representing Hon. Charity Kathambi, Chairperson of the Parliamentary Caucus on Conservation and Climate Change, Hon. Kitur highlighted Parliament’s pivotal role in advancing climate action through resource allocation, policy strengthening, and oversight.
He reaffirmed that the Parliamentary Climate Change Caucus is committed to ensuring that climate interventions go beyond paper policies to deliver measurable impact at the grassroots.
“Through the Parliamentary Caucus on Conservation and Climate Change, we have promoted awareness, forged partnerships with civil society, and mobilized communities to take ownership of local initiatives,” he noted.
The MP pledged that the Caucus would lobby for increased budgetary allocations toward climate-related programs and advocate for stronger legal and policy frameworks informed by local evidence.
He further revealed that lawmakers are reviewing sectoral laws in energy, health, transport, and agriculture to integrate climate considerations across all sectors of the economy.
Inclusive and Community-Driven Climate Action
Reiterating that resilience begins at the community level, Hon. Kitur underscored the importance of supporting local innovations—such as youth-led agri-tech ventures, women-led circular economy projects, and reforestation initiatives—as catalysts for sustainable transformation.
He urged that inclusive climate action must empower women, youth, and marginalized groups to take leadership in the green transition.
As Kenya prepares to participate in the upcoming 30th United Nations Climate Change Conference (COP30), Hon. Kitur called on all stakeholders to scale up successful community innovations and strengthen the link between policy and practice to build a sustainable, resilient, and green Kenya.
