Uasin Gishu County Rolls Out Performance Contracts to Boost Service Delivery

The County Government of Uasin Gishu has embarked on a transformative journey to strengthen service delivery and promote open governance through the adoption of management and performance contracts.

The initiative, which is now in its negotiation and vetting phase, aims to guarantee that every resident receives timely, effective, and efficient public services. County Executive Committee Members (CECMs) Dr. Abraham Serem (Roads, Transport, and Public Works) and Mr. Anthony Sitienei (Water) are spearheading the process within their respective departments.

Performance contracts are globally recognized as a key mechanism for driving accountability and improving results within public institutions. In Uasin Gishu, these agreements will set clear targets for each department, aligning them with the real needs and expectations of the wananchi.

Speaking during the rollout, county officials emphasized that the move complements the National Government's Public Service Performance Management framework, which ensures that county-level objectives remain citizen-focused and output-driven. The approach seeks to shift away from bureaucratic processes and deliver tangible, visible results that improve residents’ quality of life.

Once fully implemented, all county departments will sign the performance contracts, committing to uphold high standards of service delivery. The county leadership expressed confidence that this model will make Uasin Gishu a benchmark for performance-based governance, fostering transparency, efficiency, and greater public trust.

“This is about accountability and ensuring that every department works with clear goals to serve our people better,” a county representative stated during the negotiations.

The move marks a significant step toward establishing a responsive and citizen-centered administration, with a strong emphasis on measurable outcomes and continuous improvement.
