President Ruto Names Lt Gen Ketter as New Army Commander in Major KDF Leadership Shake-Up

In a significant realignment of Kenya's top military command, President William Ruto has appointed Lieutenant General David Kipkemboi Ketter as the new Commander of the Kenya Army, marking a strategic reshuffle within the Kenya Defence Forces (KDF).
The changes, announced following a Defence Council meeting earlier this week, signal a major shift in Kenya’s military leadership, positioning Ketter—formerly the Assistant Chief of Defence Forces in charge of Personnel and Logistics—as a potential future Chief of Defence Forces (CDF).
Ketter replaces Lieutenant General David Kimaiyo Chemwaina Tarus, who has been redeployed to serve as Vice Chancellor of the National Defence University – Kenya (NDU-K).
Strategic Appointment Amid Succession Dynamics
The appointment of Lt Gen Ketter is being widely viewed through the lens of Kenya’s military succession system, particularly the Tonje Rules, which guide rotational leadership among the three branches of the military: Army, Navy, and Air Force.
With the current CDF, General Charles Kahariri, hailing from the Navy and expected to serve until 2027, Lt Gen Ketter now becomes a frontrunner in the succession pipeline for the top military job, assuming the rotational pattern holds.
“This reshuffle not only strengthens the command structure but also strategically prepares the KDF for long-term leadership continuity,” noted a senior defence analyst familiar with Kenya’s military structure.
Air Force, Navy Also Reshuffled
Beyond the Army, Major General Benard Waliaula has been named Commander of the Kenya Air Force, succeeding Major General Fatuma Gaiti Ahmed, who retires after a distinguished 42-year career. Waliaula previously headed the Defence National Security Industries, and his elevation comes as Kenya intensifies efforts to modernize its air fleet and expand domestic defence manufacturing capabilities.
In the Navy, changes included the promotion of Lieutenant Colonel Wilfrida Atieno Omolo to Colonel and her appointment as Commander of Kenya Navy Logistics, as well as the elevation of Lieutenant Colonel Safari Katana Kalume to Colonel, now serving as Senior Directing Staff at the Navy Joint Warfare Centre.
Elevations and Key Appointments Across the Ranks
A series of additional promotions and reassignments accompanied the top-level reshuffle:
- Brigadier Joel Muriungi M’arimi was promoted to Major General and appointed Commandant of the Kenya Military Academy, after previously leading the Armoured Brigade.
- Brigadier Joyce Chelang’at Sitienei becomes Major General and assumes the role of Deputy Vice Chancellor at the Centre for Strategic and Security Studies, NDU-K.
- Brigadier Faustino Mancha Lobaly, now Major General, will head the National Defence Security Industries.
- Brigadier Charles Lenjo Mwazighe rises to Major General and takes over the International Peace Support Centre.
- Brigadier Mohamed Isak Iddi was elevated to Major General and appointed Director at the Directorate of Oversight, Compliance and Accountability (DOCA).
- Brigadier Edward Rugendo, now a Major General, will serve as Director of Personnel and Logistics.
- Brigadier Richard Wambua Mwanzia has also been promoted to Major General and appointed Senior Directing Staff – Army, at the National Defence College.
New Brigadiers Take Up Key Operational Posts
Several colonels have also been elevated to the rank of Brigadier and assigned critical leadership roles:
- Colonel Meshack Sinkira Kishoyian becomes Commander of the 6 Brigade.
- Colonel Ronald Mesa Makori is now Brigadier, serving as Chief of Strategic Plans and Policy.
- Colonel Herbert Mabele Wafula is promoted and takes over as Base Commander at Moi Airbase.
- Colonel Ismail Guhad Noor moves up to Brigadier, appointed Deputy Managing Director at Kenya Ordnance Factories Limited and Food Processing Factory.
- Colonel Victor Waithaka Kang’ethe becomes Brigadier and Director of the National Air Support Department.
- Colonel Peter Musili Muthungu now serves as Brigadier and Head of Production at Kenya Shipyard Limited.
Military Restructuring in Line with Defence Act
These promotions and appointments were made under the legal framework of the Kenya Defence Forces Act, which stipulates that the Chief of Defence Forces, their deputy, and service commanders serve a single four-year term or retire upon reaching the mandatory age of retirement.
General Kahariri, appointed in April 2023, is expected to serve until 2027, barring early changes or restructuring.
A Future-Focused Military
The reshuffle is seen as part of President Ruto’s broader effort to streamline the armed forces and position the KDF to meet emerging security, logistical, and geopolitical challenges. It comes at a time of heightened public scrutiny of state institutions, growing regional instability, and increasing demand for internal modernization of defence capabilities.
Analysts say the shake-up also reflects an emphasis on strategic education, joint operations, and development of local military industry.
“This new leadership slate represents a careful balance of continuity, strategic vision, and innovation,” said a retired senior officer. “It’s a sign that Kenya is preparing not just for today’s security environment—but for tomorrow’s.”
