As the nation enters the critical budget-making season, Kiharu Member of Parliament Ndindi Nyoro has made a passionate call for the government to prioritize education, equitable development, and enhanced grassroots support in the upcoming national budget.
Speaking during a constituency event, Nyoro emphasized the critical role played by the National Government Constituencies Development Fund (NG-CDF) in uplifting communities, particularly in the education sector. He argued that instead of debating the fund’s existence, the national conversation should focus on increasing allocations to it.
“Without NG-CDF, many students would be unable to access bursaries and continue with their education,” he stated. “We should not be asking whether the fund should exist — we should be asking how much more we are adding to it.”
Nyoro also voiced strong support for devolving more resources from the national government to the counties, stating that this is the most effective way to ensure all Kenyans experience meaningful development. He urged the Controller of Budget to allow county governors to continue issuing bursaries, noting that stopping them would severely affect thousands of learners.
“County governments play a vital role in supporting households. Let’s not cripple their ability to give bursaries. Instead, let’s empower them with more resources,” he said.
The legislator further pointed to the need for capitation funds to be disbursed promptly to schools, allowing them to operate effectively without financial strain. He emphasized that education must remain the top priority as the budget is being finalized.
In addition, Nyoro highlighted the increased allocation to the Ministry of Interior in the Budget Policy Statement, calling for part of these funds to go towards compensating village elders.
“Village elders are key to community administration and dispute resolution. They must now be given a monthly stipend of not less than Ksh 8,000,” Nyoro proposed.
