“No Single Person Has All the Knowledge” — New Uasin Gishu CECM Loice Jelimo Takes Charge, Pushes Digital Reforms and Teamwork

 



Loice Jelimo has officially assumed office as the County Executive Committee Member (CECM) for Devolution, Administration and Public Service Management, promising a new era of teamwork, accountability, and improved service delivery in Uasin Gishu County.

Speaking during her introductory meeting with departmental heads, Jelimo emphasized the importance of effective time management, collaboration, and innovation in strengthening public service and achieving the county’s development goals.

The new CECM challenged officers to remain focused on performance, urging staff to fully embrace performance contracts and appraisal systems to boost efficiency and accountability within the department.

In a major push toward modernization, Jelimo advocated for the digitization of staff appraisal processes through electronic submissions, saying the move would improve efficiency, accessibility, and proper record management.

“Time management enables individuals to organize themselves effectively. As a department, we are expected to achieve even more, and I am here to contribute, collaborate, and work alongside all staff to enhance service delivery,” she said.

Jelimo stressed that teamwork and trust are essential for the success of the department, noting that progress can only be achieved through collective effort.

“We should remain open-minded for the good of the department and work together in supporting Governor Dr. Jonathan Bii’s development agenda for the people of Uasin Gishu,” she added.

She also called for stronger grassroots coordination by ensuring Ward Administrators are included in all ward-level meetings. Additionally, she urged communication officers to participate in county functions to enhance public awareness, citizen engagement, and information dissemination.

The CECM further challenged the department to rethink and rebrand the Inspectorate Section to improve its public image and operational effectiveness, emphasizing that quality service delivery remains the ultimate goal.

Chief Officer for Public Service Management, Paul Wangwe, welcomed the new CECM and underscored the need for effective operational frameworks to support smooth departmental operations.

Dr. Wangwe also proposed the creation of a Google-based feedback platform for both visitors and staff to improve communication and encourage continuous service improvement through regular feedback.

Chief Officer for Administration, Ruth Samoei, highlighted the department’s achievements, including the successful implementation of the Kenya Devolution Support Programme, which has significantly strengthened county operations and enhanced service delivery.

Departmental directors reaffirmed their commitment to professionalism, teamwork, and the successful implementation of county programmes aimed at improving the lives of residents across Uasin Gishu County.
