IPOA Seeks Increased Funding for Expanded Operations and Regional Presence

 



The Independent Policing Oversight Authority (IPOA) has appealed to Parliament for increased funding to support its expanding operations, including the establishment of new regional offices and modernization of its systems.

While presenting before the Security Committee, IPOA Chief Executive Officer Elema Halake requested KES 14.93 million to upgrade the Authority’s ICT infrastructure. He noted that the investment is critical to improving operational efficiency and service delivery, especially as IPOA extends its presence into underserved regions.

The Authority has recently opened new offices in Mandera County, Marsabit County, and Turkana County, a move that has significantly increased its logistical and operational needs. To address mobility challenges in these areas, Mr. Halake requested an additional KES 165.4 million for the purchase of ten Land Cruiser vehicles, citing the difficult terrain.

Acting Chairperson and Vice-Chairperson Anne Mwangi also urged lawmakers to approve a further KES 332.1 million to fund critical expenditure areas necessary for the Authority to effectively carry out its oversight mandate.

Meanwhile, a separate budget document presented by Raymond Omollo, Principal Secretary in the State Department for Internal Security and National Administration, revealed a sharp increase in domestic travel and subsistence expenditure—from KES 653.8 million to KES 1.35 billion.

The Committee, chaired by Gabriel Tongoyo, questioned the justification for the KES 700 million increase. In response, Dr. Omollo explained that the State Department undertakes extensive travel, particularly in coordinating national events and celebrations across the country.

In a related session, the Committee also held discussions with the State Department for National Government Coordination, led by Principal Secretary Ahmed Ibrahim, as part of ongoing budget scrutiny.

The deliberations come amid heightened focus on accountability, efficiency, and resource allocation within Kenya’s security and oversight institutions.
