KSG Deepens Strategic Partnership With Estonia’s ESTDEV to Advance Public Sector Transformation



 The Kenya School of Government (KSG) has moved to strengthen its global partnerships following a high-level engagement with a visiting delegation from the Estonian Centre for International Development (ESTDEV), led by the Centre’s CEO in Kenya, Mr. Klen Jaarats.

The meeting, chaired by KSG Director-General Prof. Nura Mohamed, sought to define a clear roadmap for the growing collaboration between the two institutions. Both sides reaffirmed their shared commitment to accelerating Kenya’s public sector transformation through innovation, capacity building, and strategic knowledge exchange.

During the discussions, KSG and ESTDEV explored several key areas of cooperation aimed at modernising Kenya’s public service. Central to the talks was the enhancement of e-governance and digital service delivery, drawing from Estonia’s globally recognised success in digital transformation. The partnership also aims to build critical digital skills within government institutions to boost efficiency and improve citizen-centred services.

In addition, the two institutions expressed a joint intention to support innovation ecosystems, particularly those promoting youth and women’s economic participation. Other areas of focus include expanding leadership and educational programmes designed to empower the next generation of public sector leaders, with a strong emphasis on inclusion. Both parties also agreed on the importance of establishing structured knowledge-sharing platforms to sustain the long-term impact of their joint initiatives.

Prof. Mohamed described the meeting as highly constructive and noted that Estonia’s experience in digital governance provides valuable insights for Kenya’s ongoing reform agenda.

“I am confident that this collaboration will act as a strong catalyst for institutional excellence, driving innovation, strengthening capacity, and ensuring that the Kenyan public service is equipped for the future,” Prof. Mohamed said.

The renewed partnership underscores KSG’s role as a premier institution for capacity development and public sector reform. Through strategic alliances such as this, KSG continues to support national development goals and advance effective governance across public institutions.
